I don’t think it has plateaued, the reasons they give for why it should have done so makes no sense. The main problem being their metholodigy of spotting AI created content which is highly dubious. The more straightforward explanation is that AI created content has become more difficult to spot, especially for the tool that the researchers used.

Because they control the stream of disinformation to their voters. Their voters don’t actually live in the real world, but in a fantasy scenario dreamed up by Republican talking heads.

Because the powers pulling in the negative direction has a much easier job than the powers pulling in a positive direction. The negative powers just has to play to peoples stupidity, fear and hatred. Simple black and white “solutions” (ie. just fault the outgroups for everything).
The positive powers have to stick to complex and often longterm solutions which requires effort and thought for people to understand the benefits of.
