No, they haven’t. Until it’s law they’re cowards - they don’t legally bind the in-group and protect them. They do legally bind the out group and don’t protect them.

If they didn’t think anything was wrong with it, they’d put everything in law. The fact they don’t means they know they’re fucked up, but we all have to live with the damage.
