    Would be willing to bet that:

    • Erdogan was informed of these plans by Putin personally and was fine with playing a part in them.
    • Finland has documents that explain this.
    • Finland has refrained from accusing Turkey of this because they actually value the NATO alliance and don’t want to sow discord, even if Erdogan is guilty.
