I think it would depend on the state and if methods of voting are specified by regulation or by law. If you have a State Board of Election, you could start there.

Paper ballots matter if there is a trusted chain of custody and reliable mechanism to count them. It is looking less and less like that will be the case.
Yes and no.
Red states? Yeah, I will be… very shocked if any ever even turn “purple” again.
But blue states? That would still require controlling the officials who count the votes which often goes straight down to the county level. It is why the people who have been insisting that Christopher fucking Titus is the world’s bravest whistle blower and proved that the 2024 election was stolen… are idiots. Because it would require trump and musk to have usurped government at essentially every single level without anyone ever finding out.
This? This is fucked. I am still somewhat optimistic that most blue states will rapidly shift even more towards paper ballots (which we never should have moved away from but…) but… yeah. So, most likely it just further polarizes things.
