    Yes.

    1. it is a historical landmark building, you cannot just start doing shit to them without going through the proper channels.

    2. it is in the city of Washington DC, and they need to be included in the process.

    3. they have not provided plans, something needed for literally any construction project.

    4. they are not even bothering to shield the site, so anyone from any intelligence agency from any country can watch.

    5. Congress holds the purse strings per the US Constitution. The president cannot just unilaterally do this shit. This is what autocrats do.
