The food for 25 is that $1000, at least. Sandwiches is already in the $500 catered range for that many people, much less a full meal.
I’d put this more at around 3-5k, with the food ($1000), drinks ($500), DJ ($300), photo/video/editing x2 ($600), waitress x2 ($300), and singer ($300).
That’d just the 4 hour rate. I expect all those to double for 8 hours.
