    Officials said a police team was on patrolling duty on Tuesday when during routine frisking in Dharamsal area, a man was found to be using banned VPN on his mobile phone.

    They didn’t even use network surveillance…

      It’s probably meant as a discretionary law. It’s illegal for everybody, but only enforced against the people you don’t like and not the people who are paying your taxes etc

      Plus it gives the local investigators a bribery opportunity with the local businesses. Oh you need to use a VPN to do your offshoring work? Well that’s illegal, but maybe I didn’t see it today…
