It’s one of his manipulation tactics, where noone can ever be sure if he’s serious or not, which gives him an advantage in that he can advertise the most shitty actions in advance and its still a shock when he does them, and he always has plausible deniability if he doesn’t do them. ‘Duh, it was obviously just sarcasm!
