Looking at EU, money-exchangers are often the first scam you see. There had to be laws for banks in place to limit on how much they could charge. Euro fixed it up big time.
There are still a lot of non bank owned bankomats, that basically steal your money if you want cash. (Euronet is an example like that)
So you have a problem with the folks who exchange currencies? Can you explain why?
