the shooter was not anywhere near them- the only reason people were ducking is because the security people came rushing in on the off chance the first guy was not working alone.
The people who ducked are the ones who panicked (though, I’m not sure RFKJr wasn’t just that stupid. The brain worm did die of starvation, after all.)
