Just remove the extra washer piece from the shower head
I used to take 30 minute showers, then I removed the extra washer in the shower head and can take a 10 minute shower.

Why wouldn’t they simply tax water use at progressive rates? If you use a lot of water, you have to pay a lot of money (ideally, towards water processing services).
Doing low-flow laws makes for easy loophole setups like this, not to mention simply buying a device in/from another state. I doubt their cops are kicking down doors for Suspicion of High-Flow Toilet.
They do have different rates depending on usage, at least here in Jersey, but those rates are basically 0-3000 gallons, 3000-10000, and 10000 and beyond, for example. So what I’m saying is they’re very high and basically only distinguish between residential, commercial, and agricultural. Although I shouldn’t say agricultural, because they often need to get special permits and pay different rates altogether.
Apparently they need a better rate structure if they’re having to use low-flow laws as a crutch.

I’m pretty sure these recirculate water when they’re operated like this. Otherwise it’s like a normal shower head.
I just did a shower remodel and it’s extremely difficult to get the flow rates for these things. Even just with a normal shower head, plus rain head, and a single wand, I can empty the 50 gallon hot water tank in about 10 minutes. These crazy drowner showers practically require parallel tankless heaters to supply 10+ gpm.
They have a thing I think is called a water mixing valve. You crank your tank way up. The valve mixes cold and super hot water to what would be normal hot water. This makes the hot water tank last a lot longer. We have one, and both kids can take showers/baths at the same time. And I can shower after and still have hot water. The overall flow and pressure of course is still not enough to run more than two shower heads at the same time without noticing. But that’s a different issue.
You need to be really careful turning up your heater unless you’ve got safety mechanisms on every faucet. Even just 140F will scald a stupid kid/adult/worker in seconds. Many people get disfigured and sued every year over this. 125-130F is about as high as you should go unless you have protection everywhere.
The mixing valve mixs in cold water to the hot water coming out to bring the temp down to where you choose. 140 water never leaves the valve, which is mounted on the exit from the hot water heater. The design is super simple, so failure is very unlikely. But it is designed to fail to full cold.
I have never heard of a whole home mixing valve. That sounds like it would be a pretty complicated retrofit.

The part on the left is the mixing valve, you attach it to the output of your hot water heater. The part on the right is just a basic T junction you out on the inlet to the hot water heater so you have a source of cold water for the mixing valve.

One part is always cold, then. The one advantage baths have over showers is that you can be warm all over. I don’t want a car wash shower but it would solve that.
if one side is cold and the other hot, you can spin really fast and average it out.

I’ve never found these more appealing than a good single adjustable angle wall mounted spout with decent pressure. For the life of me I don’t know why anyone would want a single ceiling mounted “rain” head. I think those are the worst.

Insufficient plastic bags, they can’t survive a direct hit like that. They do work for regular showers, to keep the incidental splashes off.
I talked a DIYer out of installing a rain head on a stall shower–one of those that are about 3 feet square. I told him to imagine taking a shower where you couldn’t get out from under the water. You’d need to turn it off to lather and then turn it on to rinse. It was for a guest bathroom. He thought it was trendy and cool.
The wall mounted spout for daily washing, the rain head for washing your hair and for a warming, relaxing shower when you get home cold.
As someone who rocked a rain head … yeah totally. I also still had a ‘normal’ shower head on an adjustable flow valve. lol
… though the pure rain head wouldn’t have been too terrible. My hair is like 90% of what takes direct flow to clean. Asscracks etc aren’t ‘that’ bad to wash via finding the right posture and waiting a few moments for enough water to find its target.

For me water flowing over the back from an angle is quite relaxing. Water being dumped directly over my head is not.
Hansgrohe has a shower world about an hour from where I used to live. When we were remodeling our bathroom I spent a happy hour there, trying out all the different shower heads and installation options. It was really interesting to be able to move between different models and feel the difference.

This is an oddly specific misconception. Where do you get that idea? It’s fairly standard here for showers to have either a detachable head or separate wand. Cheap hotels and rentals might have shitty showerheads, but that’s definitely not specific to the US.
The current style trend is one that tends toward installing wall and ceiling shower heads in the US. I confirmed it with my friend who is involved with design and distribution of bathrooms fixtures. Tubs are out, tile showers with fixed soft water heads are in.
I wouldn’t be able to tell you about many other countries without offering information about myself that I’m not interested in spreading, but some countries are nearly 100% handheld. The gap between trending away from and near-ubiquity is pretty visible

I would never advise you to go against your tenant contract. That would be wrong and a trespass against your landlord. I would be willing to tell you that mine took about 20 minutes to install and uninstall, most of which was spent getting upset at myself for getting it wet while I still needed to screw some bits in.
But I’ve mostly seen people looking for the water wall because it seems “luxurious.” It’s immensely stupid, style over substance.

My house came with a shower that’s not the same as this, but similarly themed. There is one showerhead where you’d expect one in a standard shower, then four on the front wall. It’s not a surrounding experience like in the post but, again, a similar theme.
When I bought the house it just had a fixed outlet for each one. I share the apparently common opinion that that’s unacceptable - if you are able you should give yourself a handheld shower head. Admittedly the handle that controls the four wall heads I mentioned hasn’t been connected at least since I bought the place, but the shower head I replaced just required unscrewing the old one and putting a new one in.
The control system in the one in the photo looks to be a bit more … Digital, but at least the pipe hookups are probably separated.

Plus we have soap and washcloths here, or loofahs or those plastic poof things if that’s more your style. If you’re relying on water pressure rather than the surfactant properties of soap I suggest you get off your hygienic high-horse.

I’m 60, American, and every shower in every home I’ve lived in had a handheld shower, since I was a kid.
It’s not an American thing. It’s just a certain people thing. I expect there are plenty of people in other countries who also don’t use them.
Beyond that, yeah, I agree, these things are the way to go:

I get that you’re doing a bit with the sniff thing, but I genuinely don’t understand how armpits benefit from a handheld sprayer. You can still get your pit pretty close to a mounted one, and it doesn’t take that much pressure to wash off soap.
It just makes things far easier, faster, and more complete, being able to direct the stream at your soapy bits. Shorter distance means higher pressure which means shorter, more thorough showers.

Handheld shower heads are really necessary for cleaning all the walls and corners of the shower itself. But, since my body moves, I have never had a problem getting a shower stream to sufficiently rinse any part of my body.
Still less water used thsn a small farm lol.

One rain head and a wand is fine for me. As long as the rain head is wide enough to get all of me while I sit on the shower floor letting it run over me while I contemplate my life for 10 minutes. The wand to actually do a good job of soap removal.
I had one of the nice showers with rain head and two wall jets and a wand. The jets never turned off just wasted pressure that could have gone elsewhere.
I am glad the people who bought my townhouse didn’t get an inspection because they would have found out that one of the knobs just spun and the other knob wasn’t fastened so came loose. The previous people we bought it from did a shoddy remodel that we didn’t get an inspection for so we just passed it on. It was our first home so we learned to pay for the inspection with our next place.
I just want a wand with a nice balance between pressure and area. My current one is great, it has a setting somewhere between massage head and regular. It’s nice and penetrates my hair quickly. That said my other priority is that the head is sufficiently high up. I’m just tall enough I often have to bend over, use the wand part, or sit/kneel to wash my hair, and I hate that. Tall people deserve showers too

LOL I got lucky with the sale of my home too. The new owners passed on the home inspection, so thankfully they didn’t notice my DIY hacks, like fixing the door trim with wood filler after I got locked out one day and had to kick the door down to get in; they also somehow didn’t notice the cracked tile in the middle of the living room. FWIW there were spare tiles leftover to swap it out, all the appliances were less than 5 years old, and there were no major structural issues with the home so they still got a decent deal.
But anyway I use a wand on a hose as well but I still want a shower like this. 'Cause I swear that no matter much I rinse my back off, I still miss some soap and end up with an itchy back after my shower. I kinda regret installing a whole-home filtration system since it makes rinsing the all the soap off take so much longer! I’m seriously considering not installing one when I buy my new home in the next few months (and I’m taking my sweet time cause it’s a buyer’s market at the moment).
Rainhead + regular head both on separate controls. If i need a long hot shower, i turn off the rain head. I find it useful mainly for rinsing.
